California Joins 30 States to Require Financial Literacy Courses in Every High School

Starting next school year, every California high school student will need to pass a personal finance course before they can earn a diploma. The move puts the state in line with more than 30 others that have already made financial literacy a mandatory part of the curriculum. The new requirement covers practical topics like budgeting, managing credit, understanding loans, and basic investing, with the goal of giving students real-world money skills before they leave home.

The decision comes after years of advocacy from teachers, parents, and business groups who argued that too many young adults graduate without knowing how to handle a paycheck or avoid debt. Supporters say the course will help close gaps in financial knowledge, especially for students from lower-income families who may not get that guidance at home. The state education board has been working on the curriculum for the past two years, and districts have been preparing teachers to lead the new classes.

Not everyone is on board. Some school administrators worry about the added pressure on already crowded schedules and the cost of training staff. Others question whether a single semester is enough to change long-term financial habits. Still, the law passed with broad bipartisan support, and state officials are pushing ahead. They point to pilot programs in other states where students who took similar courses showed higher credit scores and lower delinquency rates later in life. For now, California schools will phase in the requirement over the next two years, with the first full class of students expected to complete the course by spring 2027.
