The Town of Cary has authorized a quarter-million-dollar expenditure to launch two significant internal initiatives: a forensic audit of former Town Manager Sean Stegall's financial activities and a comprehensive employee workplace survey. This decisive action comes in response to mounting concerns over fiscal management and organizational culture within the municipal government.
The allocation, approved unanimously by the Town Council, sets aside $200,000 for a specialized forensic accounting firm to meticulously examine Stegall's financial dealings during his tenure. This investigation proceeds alongside an ongoing probe by the North Carolina State Auditor's office into the town's finances. Separately, $50,000 will fund a third-party survey and analysis of the town's workplace environment, seeking candid feedback from staff on morale and internal operations.
Officials state the dual measures are critical for ensuring accountability and fostering a healthy, transparent workplace. The forensic audit aims to provide the public and the council with a clear, independent assessment of past financial practices. Concurrently, the employee survey is designed to identify strengths and areas for improvement within the organization's culture, guiding future policy and leadership decisions. The town anticipates the audit and survey processes will begin immediately.
