European Financial Groups Warn EU Caps Will Stifle Tokenized Assets

A coalition of European financial organizations is urging policymakers in Brussels to reconsider proposed limits on tokenized asset markets, arguing that restrictive caps could slow innovation and push activity to other regions.

The Association for the Development of Digital Assets, along with 27 partner organizations from across Europe, has issued a joint call asking European Union officials to allow larger issuance volumes for tokenized instruments. The group contends that current draft rules, which would impose hard ceilings on how much value can be issued through distributed ledger technology, are too cautious and fail to reflect the growing maturity of the sector.

According to the coalition, tokenized assets offer faster settlement, lower costs, and greater transparency for investors. Capping their size would discourage banks and fintech firms from building infrastructure in Europe, handing a competitive advantage to markets in Asia and North America that have moved more quickly to support digital asset frameworks.

The signatories also warn that overly tight limits could fragment liquidity and reduce the appeal of European venues for issuers seeking to raise capital. They recommend a phased approach instead, where thresholds rise as supervisory experience grows.

EU lawmakers are still debating the final shape of the rules. Industry participants say the outcome will determine whether Europe becomes a hub for tokenized finance or watches the sector develop elsewhere.
