Federal Housing Administration Opens Financing to Build-to-Rent Projects

Federal Housing Administration Opens Financing to Build-to-Rent Projects

The Federal Housing Administration will now allow build-to-rent developments to access its financing programs, a shift that expands federal support to a segment of the housing market that has grown quickly over the past decade.

Under the policy change, build-to-rent projects can qualify for both new construction loans and acquisition or refinancing programs. The Department of Housing and Urban Development framed the decision as part of a broader push to increase housing supply, arguing that single-family rentals built specifically for long-term lease can help fill a gap in neighborhoods where for-sale inventory remains tight.

Build-to-rent communities typically consist of detached houses or townhomes constructed and held by a single owner, with residents leasing rather than buying. The model has drawn interest from institutional investors and developers in fast-growing metro areas, though it has also faced criticism from those who worry about competition for starter homes.

Industry groups had lobbied for access to FHA-backed loans, saying conventional financing options were limited and costly. Supporters say the change could speed construction in markets where rental demand outpaces supply. Critics argue federal backing should prioritize affordable homeownership opportunities rather than rental portfolios held by large operators. HUD has not said how many projects it expects to approve in the first year.
