Buffalo Mayor Sean Ryan announced Wednesday the appointment of a new commissioner to oversee the city's financial operations and urban policy. Bryce E. Link has been selected to lead the Department of Administration, Finance Policy and Urban Affairs, a role that will place him at the center of efforts to stabilize the city's budget and modernize its financial systems.
The appointment requires confirmation by the Buffalo Common Council. If approved, Link will inherit a department tasked with managing the city's annual budget, overseeing tax collection, and coordinating long-term fiscal planning. Ryan described Link as a seasoned professional with deep experience in municipal finance, calling him the right person to help rebuild Buffalo's fiscal foundation after years of structural deficits and rising costs.
Link previously served as the city's deputy comptroller and has worked in both public and private sector finance roles. His background includes managing debt portfolios and implementing financial controls for large government entities. The mayor's office emphasized that Link's first priority will be to conduct a full audit of current spending practices and identify inefficiencies.
The announcement comes as Buffalo faces pressure from state oversight boards to improve its financial reporting and reduce reliance on one-time revenue sources. Ryan has made fiscal discipline a central theme of his early administration, and the appointment signals a shift toward professional management over political appointments in the finance division. Council members are expected to hold confirmation hearings in the coming weeks.
