Mayor’s budget would move parking collections from Transportation to Finance

After months of behind-the-scenes wrangling over which city agency should handle parking meter and lot collections, Oakland's mayor has proposed a budget that moves that responsibility from the Transportation Department to the Finance Department. The change, tucked inside the latest spending plan, effectively ends a turf war that pitted transportation advocates against fiscal efficiency experts.

Supporters of the move argue that parking is first and foremost a revenue stream, not a transportation policy tool. They say the Finance Department has the staff and systems to chase down unpaid citations and manage cash flow more aggressively. The extra money, they claim, could help close a projected budget gap without cutting other services.

But critics see the shift as a step backward. They point out that parking pricing and enforcement directly shape driving behavior, congestion, and transit ridership. Removing that lever from Transportation, they warn, will make it harder to manage traffic or encourage alternatives like biking and bus use. Some also worry that Finance will focus only on maximizing revenue, not on broader city goals like reducing car dependence.

The compromise leaves some city council members uneasy. A few have already signaled they will push amendments when the budget goes to a vote next month. For now, the mayor's plan stands, but the debate over who should own Oakland's parking problem is far from settled.
