Voters often hear a simple promise at election time: no new taxes. It sounds reassuring, and it is easy to remember. But when a bond measure appears on the ballot, that promise can hide the true cost of what is being approved.
A bond is a loan. The money is spent now, while the repayment stretches over many years. The language voters see at the ballot box can create what researchers call a fiscal illusion. The project sounds free in the short term, and the tax impact may be described in ways that make it seem smaller than it is. Meanwhile, the bills arrive long after the votes are counted, often paid by residents who had no say in the original decision.
This gap between what voters understand and what they are actually approving matters. When people believe a bond carries no cost, they may support projects they would reject if the full price were clear. The result is debt that shapes budgets for decades.
Clear ballot language is not a technical detail. It is central to informed consent. Voters deserve to know how much a measure will cost, who will pay, and for how long. A promise of no tax increase is not the same as a promise of no cost. Until ballot language reflects that difference, fiscal illusion will keep shaping decisions at the expense of the public's understanding.
